Dr. Mandeep Bagga
Mandeep Bagga is a board-certified adult psychiatrist who graduated from East Carolina University in North Carolina. He is the program director of the Adult Psychiatry Residency Training Program at Kaweah Health is Visalia, California. He also serves as the Vice Chair of the Department of Psychiatry and Neurosciences. He has a particular interest in technology, the business of medicine, empowering physicians, and education. He has research interests in utilizing new and emerging technologies to improve healthcare outcomes, reduce morbidity, improve patient wellbeing, while simultaneously reducing physician workload and burnout.

Hobbies, fun facts and interests
At 6’9” tall I am the tallest psychiatrist in the Central Valley, the United States of America, and perhaps the world! I enjoy playing golf and basketball, but would never pass up an opportunity to go birding, fishing, surfing, or play Halo, Minecraft, Age of Rebellion, or Call of Duty. I’ve also got a stack of DC Comics I hope to catch up on one day that probably would stack as high as I am tall. If I’m ever driving along the California highways, I’m almost always plugged into a podcast or two. Maybe one of the few things broader than my interests is the fascinating field of psychiatry.
Why Tulare County?
In July 2020 after 4+ long months of studying for COMLEX and USMLE and medical school clerkships being frozen during the first phases of the pandemic, I dove head first into my first month back into clinical rotations and sub-internship in my dream speciality. I was blessed to have it with Kaweah Health’s Psychiatry Program. It’s leadership, culture, and training opportunities are second to none and the impression its members made on me lead to ranking the program for residency and child and adolescent fellowship number one overall. While living in the Central Valley after growing up in a SoCal was the biggest adjustment of my life, I probably would’ve been okay with going to Neptune to do it all over again with the people who’ve helped me and my vision for my career evolve in fantastic and humbling ways.

Dr. Ranjit Padhy
Ranjit Padhy, MD, DFAPA is a Board-certified Psychiatrist trained in General as well as Child/Adolescent Psychiatry; currently serving as Director of Community Psychiatry (Kern Medical / Kern BHRS), and Associate Program Director of General Psychiatry Training Program after serving as Medical Director cum site director of Inpatient Psychiatric Unit at Kern Medical for many years. He is also a Clinical / Teaching Faculty (HS-Associate Clinical Professor) of David Geffen School of Medicine at UCLA (Behavioral Sciences) as well as UCLA-Kern Medical Psychiatry Residency Program.
In addition to direct patient care and active teaching, Dr Padhy is active in various research projects including System Based Advancement (developing and implementing EMR) and improving System Based Education and Services (Integrated approach in relation to various Agencies, Prevention of Med-Psych Recidivism). He has also co-authored/ edited multiple online-book chapters on psychopharmacology and psychiatric syndromes. Over these years, he has received multiple awards in recognition of his active participation in increasing FASD-awareness in the community, Senator’s award for diligent community outreach, APA/CCPS-award (s)for contribution to Organized Psychiatry and Best Faculty award at the training program.
Dr Padhy achieved his undergraduate degree, MBBS (Bachelor of Medicine and Bachelor of Surgery), in India and later worked as an Assistant Surgeon before moving to the USA. In USA he was involved in multiple research projects on Medical Oncology (Sharp Hospitals and UCSD) and Psycho-oncology (Stanford University). He completed his training in General Psychiatry at LAC+USC Psychiatry Residency Program and Fellowship in Child and Adolescent Psychiatry at Stanford University.

Dr. Lorin Scher
Lorin Scher is a professor and vice-chair in the Department of Psychiatry and Behavioral Sciences and the Roy T. Brophy endowed chair for education at the UC Davis School of Medicine. Dr. Scher specializes in integrated behavioral health models of care, neuropsychiatry, and hospital-based psychiatry. Dr. Scher serves as the director of emergency psychiatric services at UC Davis Medical Center and he directs behavioral health integration services across the university’s ambulatory care network and affiliates. Dr. Scher also serves as the medical director for Government and Community Relations at UC Davis Health. He also serves as co-director of the Huntington’s Disease Center of Excellence at UC Davis.
Dr. Scher treats patients suffering from medical and surgical illnesses in a variety of inpatient and outpatient settings, and he believes in an empathic and compassionate approach to patient care. Since 2012, Dr. Scher has collaborated with the UC Davis ambulatory care leadership team to integrate behavioral health programs into primary care and specialty services. This team has implemented validated screening measures and a stepped-treatment model to improve patient outcomes. The stepped program includes electronic consultations, ambulatory case management services, the collaborative care model (CoCM) for common psychiatric conditions, telepsychiatry services and embedded psychiatric consultants. Dr. Scher is the principal investigator for three studies related to mental health integration within primary care (funded by the California Healthcare Foundation, the Archstone Foundation and the UC Davis Practice Management Board), and he serves as a co-PI or co-investigator on a number of research and implementation grants related to service integration and neuropsychiatry (funded by UCOP, AHRQ, CDC, CIRM). Dr. Scher has over 33 publications in peer-reviewed journals and academic textbooks.
He also supervises medical students, residents, fellows and allied-health professionals in a variety of settings within UC Davis Health, including its consultation-liaison psychiatry service, emergency psychiatry service, primary care network, and within the Department of Care Services and Innovation. Dr. Scher oversees medical education efforts within the department of psychiatry. He also serves as chair of the curriculum enrichment committee within the school of medicine, which oversees the curriculum for post-clerkship and electives courses at UC Davis.
Dr. Scher completed his general psychiatry residency training at New York-Presbyterian Hospital (Cornell). He also completed a fellowship in consultation-liason (C-L) psychiatry at UC Davis before joining its faculty. He is board-certified in general psychiatry and consultation-liaison psychiatry. He received an M.D. at George Washington University School of Medicine, and earned his undergraduate degree in Economics at Columbia University.

Fernando Torres-Gil, Ph.D., M.S.W
Fernando M. Torres-Gil’s multifaceted career spans the academic, professional, and policy arenas. He is Professor Emeritus of Social Welfare and Public Policy, Director of the UCLA Center for Policy Research on Aging, Co-Chair, Academic Program Review Committee at UCLA, and an Adjunct Professor of Gerontology at USC. He has served as Acting Dean and Associate Dean at the UCLA School of Public Affairs, and Chair of the Social Welfare Department. He has written or co-edited seven books and over l00 publications, including The New Aging: Politics and Change in America (1992) and Aging, Health and Longevity in the Mexican-Origin Population (2012). His most recent book (with J. Angel, 20l9) examines The Politics of a Majority-Minority Nation: Aging, Diversity and Immigration. His academic contributions have earned him membership in the prestigious Academies of Public Administration, Gerontology and Social Insurance. His research spans the important topics of health and long-term care, disability, entitlement reform, and the politics of aging.

Dr. Peter Yellowlees
Peter Yellowlees is a British-born American physician, researcher, entrepreneur, academic and administrator. He is Distinguished Emeritus Professor of General Psychiatry at University of California, Davis and is the Chief Executive Officer and Founder of Asynchealth Inc. He was the inaugural Chief Wellness Officer at UC Davis and held the Alan Stoudemire Endowed Chair in Psychiatry as the Director of Physician Health Program at UC Davis Psychiatry. He chaired the UCDH Wellbeing Committee.
Yellowlees has conducted research in the areas of psychiatry, telemedicine, health informatics and physician health. Most of his research has been focused on the doctor-patient interface and how technologies can be used to promote high quality care and improve physician well-being. He has written over 250 academic papers and book chapters and 7 books. Yellowlees was the author and presenter of The Medscape Psychiatry Minute, video editorials that were published every month on WebMD/Medscape from 2009–2019.
Yellowlees was President of the American Telemedicine Association in 2017, and was elected as a fellow of the Australasian College of Health Informatics in 1999, and as a Fellow of the American College of Psychiatrists in 2022. He is a Fellow of the American Telemedicine Association, a member of the Royal College of Psychiatrists and a Fellow of the Australian and New Zealand College of Psychiatrists.

Paul Yoder
Paul J. Yoder is one of the founding Partners of Shaw Yoder Antwih Schmelzer and Lange. Mr. Yoder has been a legislative advocate in California for thirty years. In 1990, he began his career as a lobbyist for the County of San Diego. At the time, Mr. was the youngest lobbyist in the state. This is also when Paul started to lobby on behavioral health issues in California.
In 1993, Paul joined Gerber and Associates, Inc., where he lobbied for many of the firm’s public clients, including several counties, several water agencies, transit agencies, and solid waste interests, as well as the firm’s corporate clients.
In 1998, Paul joined with Joshua Shaw to acquire Gerber and Associates, Inc. The firm was subsequently renamed Shaw / Yoder, Inc. In 2001, Paul and Josh partnered again in the acquisition of several other lobbying firms, and together they successfully transitioned other sets of local government clients. This helped grow the firm into what is now one of California’s top five billing advocacy powers. Paul now successfully represents dozens of local governmental entities both in legislative and regulatory matters and, in addition to the California State Association of Psychiatrists (CSAP), the firm represents the California Academy of Child and Adolescent Psychiatry (Cal-ACAP).
Paul’s advocacy duties and experience at the firm include: drafting legislative language; reviewing, tracking and analyzing legislative bills, public laws, and agency regulations, including Federal laws; monitoring legislative committee and agency hearings; testifying at hearings; maintaining cordial and cooperative relationships with key legislators, legislative staff and committee consultants, and administrative agency staff, including in the Governor’s Office; coordinating legislative strategies with other interest groups and related associations; and, maintaining liaison with clients regarding pending legislative issues and developing strategies to move client interests forward.
Paul holds a Bachelor of Arts degree in English Literature, from Yale University. He has completed all the course work towards a Master of Arts degree in Public Policy and Administration, at the California State University at Sacramento. Mr. Yoder is married to Stephanie Yoder, and they have two sons. Mr. Yoder is trying to learn the bass guitar and enjoys gardening and traveling abroad.
