2022 Annual Meeting

This three-day conference for psychiatrists and other mental health professionals will integrate recent scientific data with current clinical practice. regarding Structural Racism, DSM-5-TR Outline for Cultural Formulation and Cultural Formulation Interview: Tools for Culturally/Structurally Competent Care, Cluster Suicide, Social Determinants of Mental Health in Psychiatry Practice, as well as a State Advocacy Update. Psychiatry residents are invited once again to participate in case presentations as well as poster sessions.  Each RFM is eligible for one night accommodations in a standard room at the Doubletree by Hilton Convention Center Fresno or two nights accommodations in a standard room if two RFM’s shared a room for both nights. Dr. Sukhjit Brar

  Dr. Brar is Dual Board Certified in Child & Adult Psychiatry. Currently serves as Currently Medical Director, at Central Star Psychiatric Health Facility. Extensive work in child psychiatry, forensic psychiatry, and adult psychiatry. Most recently have successfully started residency program & fellowship program affiliated with Kaweah Delta Medical Center, a USC program.

Dr. Lisa Fortuna

Lisa Fortuna, MD, MPH is Professor and Executive Vice-Chair of Psychiatry and Behavioral Sciences at University of California San Francisco, and is  the Chief of Psychiatry at Zuckerberg San Francisco General Hospital. For the last 20 years, she has been an investigator on several National Institutes of Health and foundation-funded studies of Latinx and immigrant mental health, integrated care, and health services and disparities research. Her areas of expertise are child and adolescent psychiatry, treatment and research on PTSD across the lifespan, systems based practices, access to care and implementation research including digital interventions to improve care for disenfranchised communities.

Dr. Jessica Isom

Jessica Isom, MD, MPH, is a board-certified Yale-trained community psychiatrist and clinical instructor in the Yale Department of Psychiatry where she is a faculty lead in the Yale Psychiatry Social Justice and Health Equity Curriculum. Dr. Isom is also a nationally recognized racial equity and antiracism consultant through her company, Vision for Equity LLC with projects serving the needs of universities, medical schools, non-profits, psychoanalytic institutes, and Fortune 500 companies.  She primarily works in Boston as an attending psychiatrist at Codman Square Health Center where she is leading an antiracism in opioid use disorder grant initiative. She received her MD from the University of North Carolina at Chapel Hill, where she also received her MPH with a focus on public health leadership. She has previously served as a resident-fellow and early career psychiatrist leader in the American Psychiatric Association as well as been elected to the Massachusetts Psychiatric Society Council.

Dr. Francis Lu

Francis G. Lu, MD, is the Luke & Grace Kim Professor in Cultural Psychiatry, Emeritus, at the University of California, Davis.  As a Distinguished Life Fellow of the American Psychiatric Association (APA), Dr. Lu has contributed to the areas of cultural psychiatry including the interface with religion/spirituality, psychiatric education, diversity/inclusion, mental health equity, and psychiatry/film. He has presented at every APA Annual Meeting since 1984. From 2002 to 2019, he served on the APA Council on Minority Mental Health and Health Disparities. He was awarded APA Special Presidential Commendations in both 2002 and 2016 for his contributions to cultural psychiatry and in 2020, he received the APA Distinguished Service Award. In 2008, the American Psychiatric Foundation awarded him an Advancing Minority Mental Health Award, and the Association for Academic Psychiatry awarded him its Lifetime Achievement in Education Award. In 2020, the Society for the Study of Psychiatry and Culture awarded him the Lifetime Achievement Award.

Paul Yoder

Paul J. Yoder is one of the founding Partners of Shaw Yoder Antwih Schmelzer and Lange. Mr. Yoder has been a legislative advocate in California for thirty years. In 1990, he began his career as a lobbyist for the County of San Diego. At the time, Mr. was the youngest lobbyist in the state. This is also when Paul started to lobby on behavioral health issues in California. In 1993, Paul joined Gerber and Associates, Inc., where he lobbied for many of the firm’s public clients, including several counties, several water agencies, transit agencies, and solid waste interests, as well as the firm’s corporate clients. In 1998, Paul joined with Joshua Shaw to acquire Gerber and Associates, Inc. The firm was subsequently renamed Shaw / Yoder, Inc. In 2001, Paul and Josh partnered again in the acquisition of several other lobbying firms, and together they successfully transitioned other sets of local government clients. This helped grow the firm into what is now one of California’s top five billing advocacy powers. Paul now successfully represents dozens of local governmental entities both in legislative and regulatory matters and, in addition to the California State Association of Psychiatrists (CSAP), the firm represents the California Academy of Child and Adolescent Psychiatry (Cal-ACAP). Paul’s advocacy duties and experience at the firm include: drafting legislative language; reviewing, tracking and analyzing legislative bills, public laws, and agency regulations, including Federal laws; monitoring legislative committee and agency hearings; testifying at hearings; maintaining cordial and cooperative relationships with key legislators, legislative staff and committee consultants, and administrative agency staff, including in the Governor’s Office; coordinating legislative strategies with other interest groups and related associations; and, maintaining liaison with clients regarding pending legislative issues and developing strategies to move client interests forward. Paul holds a Bachelor of Arts degree in English Literature, from Yale University. He has completed all the course work towards a Master of Arts degree in Public Policy and Administration, at the California State University at Sacramento. Mr. Yoder is married to Stephanie Yoder, and they have two sons. Mr. Yoder is trying to learn the bass guitar and enjoys gardening and traveling abroad.
